DAE understand a language perfectly but panic when you try to speak it?

I can watch videos, read stuff, even think in the language sometimes but the second i have to actually say something out loud my brain just shuts down it’s like all the knowledge is there but completely inaccessible.

does anyone else get this or am i just broken??
