Landlord AND building security deposit?

Im going to be new to Miami, have lived in Ohio my whole life. I recently signed for a condo. I agreed per my lease with the owner to pay prior to move in 1) security deposit equal to one month of rent 2) first month rent 3) last month rent. So about $12K in total.

While this is absurd for a rental agreement lol, I knew this is how things work here and I planned for it. So no big deal, signed the lease, made the payments, we’re good (so I thought).

Next I have to fill the building application out. Where I find there’s another security deposit for a total of another month’s rent? It says “To be paid by tenant or owner”….. but seems like since I didn’t negotiate this upfront, it’ll have to be paid by me? Why would the owner pay out of the kindness of their heart? Also how would I have known this since it seemed like I had to sign the lease for the room before even being presented the building application?

I guess you live and your learn, but any advice or helpful words before I make this payment? I really don’t want to put down $16K on a lease….
