Are these no see ums?

I was in Ft. Lauderdale a week ago. A couple of days later I noticed some weird spots on my ankle. They continued to pop up, get bigger and darken. Last night they were itching like crazy. They’re not on the bottom of my feet. They stop just above my ankle. Could these be bug bites?
