Poor reception with seemingly strong signal source

I have a Philips SDV1227B/27. On the Third floor in a window facing west.

Trying to watch CBS and getting constant copy audio and intermittent video skipping as well.

Pretty much only watching CBS and Fox for sports and these two just come in pretty poor and not quite sure why based off the rabbiteara results. Any suggestions welcome, thanks.
