Selling dogs in the sun and refusing to give water

At the Swap Shop in Sunrise just now: I woke the guy up 3 times to tell him to move the pups to shade and give them water. He keeps nodding off and going back to sleep. I called sunrise police and they are in no rush. Any help is greatly appreciated.
