Crazy apartment fees

Anyone here knows if an apartment complex can charge a $2000 fee to rent a new apartment in the same complex AFTER your lease has ended?

I mean that just feels illegal. They have to clean both apartments anyways. Only difference is that they don’t have to wait for a tenant. This isn’t just application fee and deposit. Keep in mind I already paid a cleaning fee for when the lease has ended. I sort of just want to ask what’s the justification for this fee.

If I go somewhere else you aren’t getting that money at all. I’m so confused…
