Flooding & Parking - What are the real risks?

I'm looking at a new apartment and it has a garage on a basement floor my concern here is flooding. The apartment has an electric gate and an electric water pump. My concern here is if there's a power outage, the pump doesn't work, water flowing down into the garage will begin to accumulate and my car is now an anchor. I wont be able to move it since the gate would be out also. Best case i park on the incline if power goes out. Are power outages during rain storms a frequent thing or am I being ridiculous?
